The deal is in reverse: building your website is free, you don't pay for it. What you pay is a bespoke monthly fee for the ranking support, which already includes the domain, the SSL and everything technical, with no separate billing. The fee depends on your sector and your area, because competing for "restaurant in a village" doesn't cost the same as a legal specialism in a capital city.
